The Community Access Program (CAP) is a Government of Canada initiative, administered by Industry Canada. Their aim is to provide Canadians with affordable public access to the Internet and the skills they need to use it effectively computer training. It is also part of the federal government's initiative to make Canada the most connected by Internet country in the world. Launched in 1994, CAP's goal is to establish 8,800 public Internet access sites throughout Canada.
